As long as Cyrus' timsieved advertises this capability, it will be
available in the interface. I've not made an option to enable/disable
SIEVE capabilities in the administration configuration.

You can hack the plugin so as not to show the relevant section - place
the thing in comments.

It's a SIEVE extension, it's not in the intitial RFC.
