Didn't look hard enough *grins*... That is a UUEncoded attachment.
SquirrelMail on its own cannot handle them. There is a plugin on the
plugins page that should allow you to read them. Otherwise tell the
people sending those mails to stop using UUEncoded mails, for HTML
it's rather pointless I think.
