1.4.0 hasn't been released yet... only candidates... but your
observation was partially correct. I had released 1.2.11 shortly after
the 1.4RC2a release... This does seem a little confusing until you
read the reason for it's release. The 1.2 branch is only going to be
maintained in respect of big bugs, and security issues. I'll probably
continue to maintain parts of that myself, with maybe Thijs doing a
little work if he's up to it. 1.4 is the way we're heading, and will
be the next release. Any further releases from 1.2 will be bug fixes
and security updates.

It depends on how much dependency you have on plugins at the moment.
There are some plugins that just won't work with 1.4, but authors
should be updating them.
