Yes, 1.3.x was an unstable/development series.  1.2.x and 1.4.x are
stable versions.  (This numbering scheme, odd minor revs for development,
even for stable, is common, especially in Linux related packages.)

1.4.0 is proceeding thru release candidates.  It currently is up to
release candidate 2, RC2.

No, 1.4.0 release candidate 2 is not ready for prime time.  I went
precisely this route, 1.2.8 to 1.2.11.  If you want to update, 1.2.11
is the way to go.  If you want to try the 1.4 series, it is easy to
have both.  Also, not all plugins are available for 1.4 yet.
