Your description here would not be enough to give a detailed offer. If you 
pointed us to your freelancer job description, perhaps it would be easier to 
compare.

But from your description, it would definitely be possible to get solr with a 
tuned schema and db import up during the first day, and then some basic PHP 
integration during the second day - in development env. But if your project 
contains anything more fancy such as complex search GUIs, relevancy tuning, 
proper production environment setup with service, logging, monitoring, 
documentation and other stuff you need, then there would definitely be more 
than 2 days.
