Well, "1#" is sort of a convention in BNF. You're right that it hasn't been used much in SIP-related RFCs -- the only ones I find are 2543, 3050, and 5806. Unfortunately, it's convenient to have a shorthand for "a comma-separated list of things", but it's also dangerous because the details of the syntax of the comma are left implied. Interestingly, the earliest RFC-standard BNF is 2234, but neither 2543 nor 3261 use it. It doesn't define '#' either.
