I'm not sure what you mean about 1# not existing and not meaning
anything. Clearly it does exist in 5806. AFAICT it is invalid ABNF, at
least against RFC5234. Of course the ABNF in 5806 was written before
5234 existed. Can't tell for sure which ABNF it was written to since
there is no reference to an ABNF definition. But I expect it was never
valid ABNF.
But the revised syntax in 6044 changes more than that. The definitions
of COLON, SEMI, etc. include allowance of whitespace surrounding the
character. That wasn't covered in the syntax of 5806. To be fair, 2543
handled whitespace differently - it wasn't specified explicitly in the
ABNF. Probably the abnf for diversion was first written to that and
never updated with 3261 came out.
I guess, charitably, the syntax in 6044 could be described as the syntax
that probably would have been specified if the draft had been approved
as a WG document after 3261 was published. But that is only speculation.
