The file vc-svn.el for Emacs 21 has been repaired as you suggested;
thanks for pointing it out.
On the other hand, the very fact that the file has effectively been
broken since 1.7.0, when .svn directories ceased to be scattered
about, indicates that it is perhaps time to retire that file.
