you post here the result of the command 'cat /proc/i8k'. Before that the
module 'i8k' must be loaded into kernel with the command 'sudo modprobe
i8k'.

"ik8utils" is not meant to create "/proc/i8k". This file is created when
the module "i8k" is loaded into kernel. "sudo modprobe i8k" works in
12.04 LTS, in Dell Inspiron 15R SE-4670.

The solution to this problem is usually to use i8kutils. I think you
would try this solution and post here the results. After that, if the
problem remains, a bug report would ask for fixing i8k to support Dell
Inspiron 5521.
i8kutils solved this same problem in my Dell Inspiron 15R SE-4670.

Also, try 'i8kfan - 2' and to see if fan switch to max speed even it is
for a few seconds.
