AFAIK, the reason for adding a dependency on libcups2-dev was that qcad
was linked against libcups.so, which is just a symlink to libcups.so.2.
For some reason the symlink is present in libcups2-dev package only, so
adding a dependency on it was a (not very neat) workaround. The better
fix would be

/usr/lib/emacsen-common/packages/{install,remove}/psgml files (the same

the state of monitor cables correctly. But the second monitor goes to
the safemode on booting ubuntu 10.04 and 10.10. it affected kernel

it is, see nvif_unpack macro definition. Feel free to reopen if you're
still seeing pink lines on Kepler GPUs.
