AFAIK, the reason for adding a dependency on libcups2-dev was that qcad was linked against libcups.so, which is just a symlink to libcups.so.2. For some reason the symlink is present in libcups2-dev package only, so adding a dependency on it was a (not very neat) workaround. The better fix would be either to link to libcups.so.2 or to provide the symlink in non-dev cups package. The later looks to me like a best solution. Should a bug being opened against cups?
