As the above mentioned symptoms are exactly what 386224 describes, and
the workaround in 343727 solve
I just installed the RC on a D630 this morning. cat /proc/cpuinfo is
reflecting that the MHZ is at 800 when idle. Cpu freq monitor from gnome
confirms as much.
All files in /sys/devices/system/cpu/cpuX/cpufreq are available, and
ondemand is loaded and working.

I installed the RC on a D630 this morning. It has the 135 Nvidia and
1440x900 display. It worked seamlessly and without incident. The install
process and post-install exhibited no failures. Impressive so far.

I tried to reproduce this on my Latitude D630 with an intel x25-m, 9.10
fresh format/install mounted raw, and was unable to.
Immediately after grabbing ubuntu-9.10-desktop-amd64.iso, the md5sum was
dc51c1d7e3e173dcab4e0b9ad2be2bbf, and did not change even after a
reboot.
