Should new installation of mysql create directory /etc/mysql and its structure?
1. I removed /etc/mysq/*
2. Installed mysql-server with apt - the same error:
$ sudo rm -R /etc/mysql
$ sudo apt install mysql-server

After I have empty just created '/etc/mysql/mysql.conf.d'
