I have just checked the ubuntu 9.04 alpha 3. I breaks also with the

It is interesting that the elive distribution (debian based) works

device) while trying to play DVDs on 9.10 and on 9.04 (different
machines). The region codes of the drive and the disk are identical. On
the same hardware, the disk can be played in Vista (using VLC)

The parameters mentioned in comment 445 are working for me.
Acer Aspire A315-41 (with only a internal GPU).
Bios 1.11
Linux Mint 19.1
Kernel 5.1 rc
Suspend/resume work.
sensors command shows ~41 degree idle temp.

We changed the code in question and restarted the maas rackd service
which fixed the issue.
