WORKAROUND: only typing the following command on a gnome terminal and
leaving it opened:
$ sudo killall /usr/bin/perl; sudo /usr/share/system-tools-
backends-2.0/scripts/SystemToolsBackends.pl -m UsersConfig
Then go to System->Administration->Users and Groups and now you can
delete a user.

I added the ubuntu-geoip task because I think the problem isn't in the
tzdata, as tzdata only maps contry capitols with timezones. Huelva,
Cádiz & Almería aren't country capitols.
I believe geoip is the service which assigns a timezone to a city (not
only contry capitols), but maybe I'm wrong.

Interestingly, today Huelva has assigned the right timezone, although
Cádiz and Almería still hasn't.
However, some other cities like "Ayamonte" or "Sanlúcar de Guadiana"
(both in the Huelva province) still has the wrong timezone.
