I have broken packages, particularly something with python3.
When I try to upgrade I'm getting something like this:

Volume is always at 100 % at startup, ie on login screen and also after
successful logging.

Adding parentheses like Guy Stone suggested worked for me. Although it
seems somewhat weird to me that I needed to run update twice (from
update manager).

Unfortunately I don't remember but I've found that it's related to Asus
Xonar. Enabling integrated audio in BIOS and using it as a default
output results in a correct volume at startup. I've bought that Xonar
not that long time ago (I forgot, maybe a year or so) but I'm using
Ubuntu for several yea

I've run that commands on logout then on login then after changing
volume. After that I compared everyting in terminal:
