seems like 75-persistent-net-generator.rules was unable to generate the
correct entries in 70-persistent-net.rules until yesterday or so. now it
can do this, but if you already had the problem with the "wrong" device
numbers, you have to fix it manually in 70-persistent-net.rules.

I do also have this problem, it occurs on a system where i updated ubuntu from
a previous version.
On the other system, where i did a fresh install (but kept my home), the
problem doesnt occur (i get the "old style" scrollbars there)

proposed updates I updated the packages using
sudo apt install -t oracular-proposed grub-common grub-efi-amd64-bin

I am seeing this issue on 24.10.
I was using wayland where something similar was happening until roughly
a week ago when it got so bad that I could not log in successfully for 4
or 5 attempts. With Xorg it seemed better at first, but it appears to be
just random. Just today I got the issue 3 times
