I'm also experiencing this issue after upgrading from 13.04 to 13.10. System
was stable before that
gnome-shell cpu usage goes from 60% to 250% and keeps above 100% usage like 90%
of time.
Laptop: Dell Latitude E6410, Intel VGA, 8 GB of memory, Ubuntu gnome
(ubuntu-gnome-desktop) 64-bits.

Same issue here, fresh install , suspend from user menu (top right)
doesn't do anything on gnome-shell, suspend works fine on unity though.
Maybe good to mention that I've been using my /home partition back from
11.10, I couldn't dist-upgrade as after I did, system lost dns ability
(dnsmasq bug).
After changing the behavior of closing the lid without AC in gnome-
tweak-tool, and closing the lid, computer does suspends, after that,
suspend option in menu seems to work, I'll do further testing and will
update

root cause semms to be within gnome-online-accounts (backend) rather
than evolution (used as frontend), as gnome-online-accounts fails to
store proper credentials, a temporary workaround is to remove the online
account and create it again
