Same issue here, fresh install , suspend from user menu (top right)
doesn't do anything on gnome-shell, suspend works fine on unity though.

Maybe good to mention that I've been using my /home partition back from
11.10, I couldn't dist-upgrade as after I did, system lost dns ability
(dnsmasq bug).

System suspends if I do:
$ sudo pm-suspend
or
$ sudo pm-suspend-hybrid

System is also able to suspend if I do (without sudo):

$ dbus-send --print-reply --system --dest=org.freedesktop.UPower
/org/freedesktop/UPower org.freedesktop.UPower.Suspend

Please let me know if you need any specific logs or outputs
