Negative. This only applies to sshfs mounted files for me.
Tested it using the following commands:
$touch afile
$chmod uga-rwx afile
$chmod ug+rw afile
$gedit afile&
$watch ls -l
when alter the file and save, the permissions are not changed.

This also seems to be affecting compiz-fusion in gutsy. The only way I
can get my touchpad to behave is to disable either compiz-fusion or
synaptics completely. Very annoying for a laptop.

I am on a MacBookPro v3 and I am experiencing this issue as well. It
looks like everything is off and nothing is responsive except that the
fans are running and my optical mouse is still lit.
This is a very recent issue, as everything was shutting down fine until
a week ago.
I do not know how to

Installing wicd makes this problem go away. Here's my story.
I have a wireless network with a 802.11g dlink router and WEP key. I use
two machines, a MacbookPro revision 4 with a Atheros Communications Inc.
AR5008 Wireless Network Adapter (rev 01) and a mac mini.
The macbook pro runs ubuntu 9.04

Also, just to verify that it is NOT a driver issue, I tried getting
network manager to play with ndiswrappered wifi driver
This is NOT a driver issue.
This issue is a result of NetworkManager expecting wireless drivers to be
able to bgscan and be connected/responsive at the same time.
It is not a driver issue because there's probably nothing WRONG with the
driver other than NetworkManager's false expectations of what
