Click on the menu on the top right of the screen with the power icon.

I'm sorry, I did a terrible job of writing that bug report.
The steps to reproduce are.
Insert Ubuntu Desktop install CD and boot machine.
When the CD has booted and you are at the welcome screen click on the
Cog/Power icon at the top right most corner of the screen and select the
'Shutdown' opt

I believe this may actually be attributed to an existing proxy bug I
have where apt/deb works and the software center does not. I'll open a
separate bug if necessary.

I was installing the Ninja-IDE deb that I downloaded. Double clicking on it
opened up the software center.
I believe when installing a Deb before it made me install gdebi. I installed it
