I'm sorry, I did a terrible job of writing that bug report. The steps to reproduce are.
Insert Ubuntu Desktop install CD and boot machine. When the CD has booted and you are at the welcome screen click on the Cog/Power icon at the top right most corner of the screen and select the 'Shutdown' option. This brings up a box asking if you really want to shutdown with buttons [shutdown] or [cancel]. When clicking on [cancel] the shutdown procedure starts as if you clicked on [shutdown]. I've tested again with my 14.04.2 CD and it still has the same issue. I notice however this is no-longer an issue on 14.04.3.
