Jonathan, this lshal output is with opened lid?
The problem is that ACPI/hal claims the following:
udi = '/org/freedesktop/Hal/devices/acpi_LID'
info.udi = '/org/freedesktop/Hal/devices/acpi_LID' (string)
linux.hotplug_type = 4 (0x4) (int)

Currently powermanager displays 100% picture when battery is over 80% charged.
This is probably the root cause if this behavior.
It would probably be better if we would be more conservative regarding this and

Interesting data from lshal:

battery.charge_level.percentage = 100 (0x64) (int)
battery.charge_level.rate = 5162 (0x142a) (int)

battery.charge_level.current = 1479 (0x5c7) (int
Power-manager only present stuff reported by HAL, and lshal does not
report battery and lid. /proc/acpi has entries for battery and lid, so I
suspect kernel is presenting them to userspace, this is why I think HAL
is the prime suspect, but it can also be the kernel reporting some state
differently
