Edgy ships with e2fsprogs 1.39 which has the following in the Changelog:

"Mke2fs will now create filesystems hash trees and on-line resizing
enabled by default, based on the new /etc/mke2fs.conf file."

See also /etc/mke2fs.conf which has dir_index by default.
