Both from the normal, full-desktop-mode as well as from the non-
graphical recovery mode, trying to perform a shutdown or reboot fails.
In recovery mode the shutdown process itself looks fine, but the when it
says that it is to power things off, the systems just becomes

that is. acpi=off helps for the reboot/shutdown issue at least. But
acpi=ht, pci=noacpi, acpi=noirq, pnpacpi=off, noapic or nolapic do not
help.

I just installed VLC via the Ubuntu Software Center, but when I try to
search for it in the dash its not being found. I tried "vlc", "VLC",
"lan" or "video". Also the Media section does not seem to list it as an
installed application. Starting vlc via xterm works fine though.

install either the nonfree Adobe flash plugin or the free gnash flash

Ok, got it, ticket #655200 got me on the right track: It's just the DVI
output that shows nothing with the radeon driver (while vesa does).
Before the LCD screen was connected to the DVI output of the graphics
card via a DVI-to-VGA adapter (because there used to be another screen
on the normal VGA
