Public bug reported:

Both from the normal, full-desktop-mode as well as from the non-
graphical recovery mode, trying to perform a shutdown or reboot fails.
In recovery mode the shutdown process itself looks fine, but the when it
says that it is to power things off, the systems just becomes
unresponsive.

Trying the ACPI related kernel parameters, only "acpi=off" helps to
reboot or power down this laptop. But acpi=off has its own issues with
graphic artifacts while booting the desktop and no mouse pointer once
booting has finished.

The laptop seems to be a "HP Notebook - 14-r201ng" (Model No.:
M0R50EA#ABD).
