Suggestion: have a "quirk" in the update-manager code that checks
whether linux and linux-image were installed before the upgrade, and if
so, either refuses to remove them or installs them back.
However, should the dependencies of linux and linux-image be such that
they pull in the -generic kernel
Now that I think of it, update-manager (at least in jaunty) does show all the
updates for the current distro release,
even when it shows the button to do a dist-upgrade. I think part of this bug is
thus fixed now.
Since jaunty, we also don't have the "new updates available" notifier in

I've just verified that computer-janitor, in karmic, does indeed suggest
linux-headers-* and linux-image-* for removal.
I also verified that it still suggests packages that "apt-get
autoremove" (packages marked as automatically installed, but nothing
depending on them anymore).

I can't see this happening, actually. For me, c-j seems to remove
modules and image packages as well.
