Instead it failed during "Setting ne
own Ubuntu from the Desktop and it worked. It has
been working ever since then. Whatever condition was set has been reset to a
normal shutdown

shut down. It will not restart or shutdown. The shutdown selection

This major bug was first noted nearly a year ago. The effect of the bug
is that anyone working in Ubuntu-gnome doesn't have the use of
workspaces. This causes major problems -- workspaces are important for
work that requires many applications to be running at the same time.
