parallel) from cosmic to bionic (bionic target) and vice versa (cosmic target)

I ran the usual quick test on the packages ibm-java80-jre and ibm-java80-jdk
(both from "-proposed partner" on xenial in version 8.0.6.5) performing
install, upgrade, package info, version, help, compile, verbose compile and
program execution.
So far everything looks and works like expected. So
Thx, jre and jdk landed in xenial partner release pocket and bionic
partner release pocket.

daily from March 26th and the post-install reboot the system restarts aka
reipls (in z/VM in this case) but the interface is not brought up.

[Ubuntu] vfio-ap: add subsystem to matrix device to avoid lib
Since the fix is already included in the disco kernel I'm changing the root
'linux (Ubuntu)' entry (that is usually used to track the current development
release kernel) to Fix Released.
And because the bionic entry is Fix Committed I adjust the project entry and
change it to Fix Committed, too.
I first of all tested the package:

from disco proposed, since it was on disco where I faced that problem, and that
works now.
Tested just upgraded an already installed disco system to the netplan.io
version from proposed, as well as do

@ltraeger, the patch above, that's part of disco, only works in combination
with a z14 (and again a pretty recent firmware level). It doesn't change the
situation on z13 or z13s.
So z14 (or z14 ZR1) is a prerequisite.
