The solution is for edgy currently, we still need to decide what to do
for dapper, since kde 3.5.4 isn't the official kde version for it.

Since knetworkmanager uses, as you say, Kwallet, there is no other choice to
let it start correctly that ensuring that kwallet is started, which required
most kde components to be started and libs loaded.
There is no solution to your problem unfortunatelly, except removing the
kwallet integratio

Our knetworkmanager version is now really outdated.
New version corrects few bugs, including better kwallet integration (closing
#56366), better icons/display in the systray.
Works like a charm here, and looks pretty stable too.

This should be resolved with latest svn version.
I have a package ready for this but it requires to be approved as UVF Exception
before upload.
Hopefully, edgy will have this one.
