Thanks man! :)
I confirm I had exactly the same issue and got fixed with cro
workaround. fglrx driver driver is now working with Ubuntu 8.10 in dual

Cannot set a single key shortcut to change keyboard layout.
Example in Japanese keyboard:
I can use "shift" + "muhenkan" to cycle through layouts
But I cannot use onlye "muhenkan" to cycle through layouts.
ProblemType: Bug
DistroRelease: Ubuntu 13.10
Package: gnome-settings-d
Sorry for the late reply.
If I set "muhenkan"key only to cycle forward to next keyboard layout it will
not change the layout (according to the icon) and the keyboard layout stays the
same. If I set "muhenkan" + shift key to cycle forward it will change both
the icon and the keyboard layout.

I can also confirm that Karl's workaround works. I want to add a

When I first tried the workaround the Japanese layout showed the JP icon
