first off, only one of my cups packages upgraded to ppa8:
$ dpkg -l |grep cups
ii bluez-cups 4.98-2ubuntu7
Bluetooth printer driver for CUPS

a further update/upgrade in apt-get got me the remainder of the ppa8
files. Tests as below (NOT the ppa9 which was mentioned in the latest
request of comment 83):
$ lpstat -v
device for ML-4500: usb://Samsung/ML-4500
$ sudo /usr/lib/cups/backend/usb
DEBUG: list_devices
DEBUG: libusb_get_device_li
most of this will be identical to my last comment, but in the interests
of completeness I've duplicated the tests with the full debug logs

sorry about the delay in replying. I note that the last message was a launchpad
notice that there is a newer version of cups available which is higher-numbered
than your ppa. Would you still like me to try the ppa, or wait until the new
official package filters into the mirrors?

right then, here goes my report:
blacklist usblp - no joy, still no printout (forgot to check the
reported printer state)
remove blacklist, update cups using ppa - still broken - reports "waiting for
printer to become available" in the gnome print gui, no data lamp activity on
printer upon addi
several users have confirmed this as also affecting apple iSight
cameras. My own iSight suffers this issue.

This issue also affects MSI's 970A-G46 mainboard with a bulldozer 8-core
cpu. On this system the Realtek RTL8111/RTL8168B NIC is also
unresponsive along with the USB devices. Luckily I have a PS2 keyboard
and was thus able to dig around the booted system a bit using the CLI.
