I have set a manual proxy in Synaptic:
HTTP Proxy: wwwcache.sussex.ac.uk Port: 8080
No proxy for: sussex.ac.uk, susx.ac.uk, 139.184.0.0/16, 127.0.0.1, localhost
Is there something else I need to do? Such as adding user name/password info? I
can't get it to work.

The testsuite fails for all tests throwing exceptions. The above test I
wrote is just a minimal testcase for that. Most package builds don't
throw exceptions, so

This is not a bug!
The `-caption "%c"` is only meant for use in the desktop file, so only for
usage within KDE or GNOME menu, using this command anywhere else is just
senseless.
By the way, I doubt it ever has only been `-caption %c`

Comments about the questions:
> ubuntu as host with ubuntu as guest works fine
The bug report is regarding WinXP + VMWare Workstation + Ubuntu Server;
discussions on other platforms, while interesting, are not really
applicable to the specific issue mentioned.
There are others on ubuntuforums.or

I tried to reproduce this with a clean dapper-updates install and a
dapper->dapper-updates upgrade, both worked fine here.
