The Ubuntu Kernel Team is planning to move to the 2.6.27 kernel for the
upcoming Intrepid Ibex 8.10 release. As a result, the kernel team would
appreciate it if you could please test this newer 2.6.27 Ubuntu kernel.

After a bit of research I have confirmed that this bug is not related to
Ubuntu, but to most new ditros running the 2.6.20 kernel.
As I suspected the problem is related to the HP bios which is 'a bit
problematic' when it comes to linux.
Anyway when I have updated the bios from F.06 to F.0
As I pointed out before the bug only occurs when I try to reboot the
system not shut down [turn off]

This certainly seems like an ACPI problem, though the fact that suspend
works might contradict this. Can you attach the relevant portion of
/var/log/messages after your laptop fails to shutdown? There might
something that indicates another driver hanging the shutdown process.
