Jack, the particular file you are looking for to disable or enable system-wide
is
/usr/share/gnome/autostart/libcanberra-login-sound.desktop
For Ubuntu 12.04, the login sound is currently planned to be disabled by
default, so the Help will have to be adjusted anyway to reverse the
instructions.
As of Oneiric, Display settings shows up in the same menu as System
Settings. The first paragraph should say

Startup Applications.
