As of Oneiric, Display settings shows up in the same menu as System
Settings. The first paragraph should say

It should read "Click the icon at the far top right of the screen and select 
Startup Applications.
Uncheck the GNOME login sound option.

It seems that changing startup applications for all users has been made
a lot more difficult in 11.10, and as the login sound isn't in the
/etc/xdg/autostart folder I'm guessing that this sound would need to be
disabled for each user individually.
