I sorted icons in the beginning of this week and I'm sure I didn't drag
them to the right before I moved them. I can't say exactly when this
change occurred since there has been plenty of updates. Maybe I had
managed to tweak the system (unknowingly) before, when it worked, there
was a major change
I don't believe they have changed it, I'm on 11.04 and I have the same
scenario that you describe. What version were you using where it used to
work? Is it possible you just brought the icons off to the right before
without thinking of it?

That works! But why have they changed it? It's no feature to complicate
things, I still consider this is a bug.

Are you clicking the icon and dragging it off of the bar (to the right)
