This bug seems to have been fixed for 11.10, so I cannot reproduce it
anymore. From memory, I can provide the following:
1. Install Ubuntu 11.04, change the gtk theme to something else. I think
Clearlooks showed the problem.

After taking a closer look I must conclude it was not a bug, at least
not for me.
What I did to solve it was kind of obvious, once the fix was working. I removed
all
broken themes and installed a few new ones. After this (logout or reboot was
needed) I was able to change to a new theme and everyt
Some more info. Once you switch to a classic session you are able to
change the theme.

Unity global menu bar does not
Would like to state that this seems to affect more.
Not sure how I got to it but changing a theme gave me some very ugly
application widget set too. I was able to change the window borders but
everything else stays ugly.
