I don't see any status update here, but I just received a package update
for VirtualBox (4.0.4-dfsg-1ubuntu4), and it looks like the menu is
back!
The problem seems to remain, however, as menu failed to appear after I
had full screened the Guest OS window and then reverted back to normal
size. No
The functionality works fine as well when using the popup menus on the
icons along the lower right of the window.

Same here. Even though menu items are disabled, the ones with hotkey can
be invoked using the hotkey, it's only the menu that does not work!

This bug also affects i386 non-ose VirtualBox 4.04. (os: uptodate 11.04;
upgraded from 10.xx)
Remark:
Not all menus are disabled, the help menu group is enabled, but the other 2
groups' items are disabled (except "exit" menuitem).
