I have the same problem with my AMD Phenom II X6 1045T on Ubuntu 13.04
dev (64 bit) which should boost from 2.7 GHz to 3.2 GHz.

Ignacio, should we see a pstate at 3600 MHz if Turboboost is really on?
On my motherboard, i can see 3600 MHz after turning off C'n'Q on my
motherboard. But I have only one pstate, 3600 MHz, after that. So I
guess we should see 5 pstates if TurboBoost is really on.
