Please, look at this output:

It says "Core Performance Boosting: on". Now, I am thinking about the
possibility  that Turbo Core might be actually working on my system and
perhaps the problem would be that /proc/cpuinfo might not be reporting
the actual speed when Turbo Core works.

As soon as I can, I will benchmark a single core command like 'tar  -J'
with and without Turbo Core enabled in the BIOS.
