I had to replace the motherboard, and they are now working. I think the
original problem was one faulty card.

I haven't tried this with earlier Ubuntu versions - this card was only
just supported in 10.04, and I only had two available to try as of a few
days ago. I could try booting the live CD and see if the nomodeset is
still required?

Fairly sure this is just lack of crossfire support in the open source
radeon KMS drivers. But just to check, have you successfully booted
crossfire in any other configurations or other versions of Ubuntu?
