The issue is clearer if one tries to establish the VPN connection over a WLAN
connection for instance. As the WLAN icon is different from the wifi icon, it
is clear that the the overlaid VPN animation is almost the same as the Wifi
animation. That's why when one tries to establish VPN over Wifi,
I don't think a screenshot is needed because it's the same behavior
which everyone has.

Could you please attach a screenshot that shows this behavior?
This seems like a valid issue but it's not a simple one to fix -- there
is already a (large) icon displayed for the current state, and a padlock
emblem is pretty small and might not be "noticed" as a progress
indication.
