The issue is clearer if one tries to establish the VPN connection over a WLAN connection for instance. As the WLAN icon is different from the wifi icon, it is clear that the the overlaid VPN animation is almost the same as the Wifi animation. That's why when one tries to establish VPN over Wifi, the animation is very hard to see. One possible solution would be to animate the padlock, for instance having it blink.
