To install you need to create these directories :
mkdir /target
mkdir /target/var
mkdir /target/var/cache
mkdir /target/var/cache/debconf
and then :
cp /var/cache/debconf/*.* /target/var/cache/debconf/*.*
Maybe you'll have to "sudo" to create the directories and copy the files.
Ex :
sudo mkdir /t
The same problem with Dell Latitude D820.
/target doesn't exist. Do I need to create it?

copy /var/cache/debconf/*.*
to /target/var/cache/debconf/*.*
maybe there is an error in the path

I just had to install Edgy Beta via the Alternate Installation CD and it
worked fine
