To install you need to create these directories :
mkdir /target
mkdir /target/var
mkdir /target/var/cache
mkdir /target/var/cache/debconf

and then :
cp /var/cache/debconf/*.* /target/var/cache/debconf/*.*

Maybe you'll have to "sudo" to create the directories and copy the files.
Ex :
sudo mkdir /target

To correct the bug :
I  think the "target" directory is a "variable" (don't know if it's the right 
word) that is undefined. The correct path is /var/cache/debconf but Ubiquity is 
looking in /target/var/cache/debconf.
Where is the conf file to correct that ?
