This is awkward. The reason the last element in the pathbutton does
nothing when you click it is that it represents where you are. In that
sense, it is visually more important than any other elements. But if it
was insensitive while the other segments were sensitive, it would look
*less* important
The specification (https://wiki.ubuntu.com/SoftwareCenter#Path%20button) says
nothing about this issue.
It could possibly make sense to make the last button of the path inactive since
clicking it has no effect.

this bug has enough information provided for a developer to begin work,

The button does nothing, that is the reason to start it at the same status
of arrows button, being enable means that some action could be done.
While enable, users feels like clicking on it something would happen, but
nothing happens. :D
