I am closing this bug because it is not valid. The addition of the safe-
rm package prevents the system from deleting / replacing the files
necessary to complete the upgrade.

Sorry because I'm being late to answer this bug. Two incidents in the
same upgrade made this error possible:
:. 1st of all, (my) /etc/apt/preferences was a way too restrictive (ok, I know
my policy towards some Ubuntu stuff is pretty bold);
