I had to use install this package: telepathy-sofiasip
It was not installed when the OS was installed.

Which package is it that you are referring to as needing to be installed
to avoid the problem?
It would appear then that there is a bug, that the correct package
dependencies are not in place to ensure a correct user experience.

Just a comment, i already installed the telepathy-sofiasip.
Have "fixed" it. Actually, closing empathy was not enough. I had to run a
pkill mission-control-5
and then start empathy, this made it work.

OK on the fourth reboot, some hours after first trying, the SIP entry
appeared in the protocls list for new accounts appeared. So the
original error as reported is only part of the story. It is not a
question of "doesn't allow" but a question of "why does it take so long
for the entry to register
