OK on the fourth reboot, some hours after first trying, the SIP entry appeared in the protocls list for new accounts appeared. So the original error as reported is only part of the story. It is not a question of "doesn't allow" but a question of "why does it take so long for the entry to register"?
Of course the SIP accounts don't actually work, i.e. connection fails when Empathy is started and there seems no way of trying to get a reconnection attempt except by closing down and restarting. I know the accounts work as Ekiga when started successfully registeres the two accounts.
